No, but you do get a discount on most cell phones if you do sign up with a plan at the time of purchase. check all your options, cingular isn't the only mobile company out there, and you can research companies and plans online.

you dont have to pay for it at the same time, but you often get a discount on the phone/a package deal,,,,, if you do,,,,,in some cases you can practically get the phone for free, i suggest going into a local cingular dealer and asking what they offer, what specials they have going on right now

go phone is a pay as you go phone.. you put money into the phone and you cant talk or exceed the amount you've put in.. pro: no high unexpected bill when you go over your minutes. Con: If your broke to begin with.. well its kinda like being at the bus stop without the correct change or a monthly pass.. your just shrewed...

phone plans are like u are paying the phone unit in monthly basis, together with your phone bills. if you buy phone from a retailer u have to buy phonecards and load the money on your fone so u can use it
