What are private prisons?

Since the early 1990s, British Governments have issued contracts to private firms for both the construction and the day-to-day running of prisons.

The privatisation of some prison services has been pursued by the current Government to cope with the problems of overcrowding in the UK's prisons and to spread the costs of interning offenders. The role of the private sector in the criminal justice system is now substantial, and shows no signs of abating.

There are nine privately run prisons in England and Wales. Seven prisons have been built and are run by the private sector under Private Finance Initiative contracts: Dovegate, Altcourse, Ashfield, Forest Bank, Lowdham Grange, Parc, and Ryehill. In addition, the Wolds and Doncaster prisons were built and financed by the public sector but are run by private companies under management only contracts.

Premier is the largest provider of private prisons, operating Dovegate, Ashfield, Lowdham Grange and Doncaster. The next largest provider is Group 4, which operates Rye Hill, Altcourse and the Wolds. Securicor operates Parc prison and UKDS operates Forest Bank. Two further PFI prisons (Ashford and Peterborough) are being built and will be managed by UKDS.

Statistics


The total cost of locking up an offender is around £27,000 a year

Private prisons now account for about five per cent of the prison estate, holding approximately 5,000 prisoners (around seven per cent of the total prison population)

The prison population has risen from 36,000 in 1991 to 77,379 in 2003. By the end of the decade Home Office projections predict a prison population of anything between 91,400 and 109,600

10 prisons in the UK are privately run, Kilmarnock, Altcourse, Forest Bank, Dovegate, Doncaster, The Wolds, Lowdham Grange, Rye Hill, Parc and Ashfield.

Not sure about the rest of UK but there is only one private one in Scotland, At Kilmarnock.
