I think the legal system by itself, according to its constitutional design is fine. I think the problem with effectiveness is just the sheer volume of legal matters which must be handled. India's size automatically means an over-burdened legal system (think about how many lawsuits and criminal cases are carried out every day in the US and multiply by 3.5)

So what can be done? In the short term, for starters, create a "fasttrack" system (suggested by someone earlier) which streamlines paperwork and is handled by smaller civil courts. Reduce the amount of paperwork it takes to file a case. In the long term? Focus some education resources on training more lawyers (perhaps a government incentive, or a new law school?) and judges.

Our Judicery system should be made more stronger and Politician should be permitted for election only after undergoing some sort of enterance exam. Their candidature should be cancelled if any legal case is pending against them before election. Judicery should expidiate the hearing and cut down waiting period for the cases.
Total assetts of corroupt, criminals, and anti national elements should be seized. Their next of kin should be banned from holding any Govt portfolio/service and they should be made to work for 5yrs compulsory at any ground works of govt projects.
