I think Regress is th opposite of Progress and I know that Congress makes Progress when they give themselves a pay raise so quit picking on our public serphents!

congress is in fact the opposite of progress, but not because of the prefix. when we say con as the opposite of pro we are really saying an abbreviation of "contra" (against) rather than "con" (with)
