By letting Irakis to hunt 'trouble makers'.It is an internal police matter,nothing to do with US troops,let alone the fact that troops are not suitable to assume police work,especially now that Irak is drifting into a civil religious conflict which is non-conventional and
subject to no rules apart from murder in large numbers with bombs and where american casualties constitute more and more... collateral damage there.
