Before the new (Julian) calendar took effect, the start of the calendar year (1 January) was realigned to the tropical year by making 46 BC 445 days long. The Julian months were formed by adding 10 days to the months of the regular pre-Julian Roman year of 355 days. Two extra days were added to January, July and December, and one extra day was added to April, June, September and November. Macrobius states that the extra days were added immediately before the last day of each month to avoid disturbing the position of the established Roman fasti (days prescribed for certain events) relative to the start of the month. However, since Roman dates after the Ides of the month counted down towards the start of the next month, the extra days had the effect of raising the initial value of the count for the day after the Ides.
A leap year (or intercalary year) is a year containing an extra day, week or month in order to keep the calendar year synchronised with the astronomical or seasonal year. For example, February would have 29 days instead of just 28. Seasons and astronomical events do not repeat at an exact number of days, so a calendar which had the same number of days in each year would over time drift with respect to the event it was supposed to track.

March 1 used to be the beginning of the new year for the Romans. Frequently under the old system, days were either added or removed at the end of the year to make the calendar march lockstep with nature.
But at this point in time, Janurary nor February existed. Romans had ten months. December was the 10th and last month. July and August used to be known as the 5th and 6th months. They were not created by imperial Rome, just renamed to honor Juluis Cesear and Augustus.
Cesear added Janurary and February to the calendar. Since February would now be the new end of the year, it was the month which would add or remove days as needed. Think of February as a runt month.
Now different months have differing lengths (between 30 and 31 days) because the Romans decided, well before Julius Cesear was anything at all, that the nomes and ides of a month came at differing times. This was probably determined when the moon was used for telling the months apart and this anachronistic method was later formalized. As you know, the "Ides of March" fall on March 15th. But the "Ides of April" fall on April 13th. This carried over to when Cesear formalized the Calendar. Any month with an ides on the 13th became a 30 day month and any with an ides on the 15th became a 31 day month.
(Still, the Romans did not ever say "March 12", they would say "Three days before the ides of March". For July 25, they would say "6 days before the nomes of August".

interestingly enough, July and August were the 2 newest months to be introduced to our calendar by the Romans, dont know whether this is any reason or why Feb has only 28 days (29 in a leap year) but i think its interesting

The Gregorian calender was introduced not surprisingly by pope Gregory XIII.
Its introduction was primarily because the previous Julian calender, on which it is based, made it very difficult to work out when Easter fell.
It is still a very complicated equation, but is easier under the Gregorian calender.
Why February is short may be because of pilfering by Roman emperors, but another explanation could be simply that originally February was the last month of the Roman year, and to make winter pass quickly why not have a shorter month in winter?

I have often wondered that very thing.
I am born in February, so am a member of an elite club, as it is the month with the least births in it.
My sister was born on March 1st, in a leap year, she would have been born on 29th Feb, so had a lucky escape (what with only having a birthday every 4 years)

Julius Caesar came up with the calendar...the Roamn senate named a month for him - July. When his successor Augustus, took over, he was a bit upset that his month, August, didn't have the same number of days as July, so he took one from February to make it work..
