To slenderize shoulders:
Start with straps or sleeves that are in proportion to your body. Narrow straps, like spaghetti, only make your shoulders look bigger in comparison. A wide strap will help keep your shoulders balanced. The sleeve should be higher set to keep the eye from going outward, avoid off the shoulder dresses and strapless dresses.
Necklines should draw the eye in towards the middle of your body, and off your shoulders. A V or scoop neck will flatter you best, avoid boat necks and square necks that add width. Halters are tricky for you. The straps have to be wide and paired with a V, not a sweetheart or anything else. While halters are universally flattering, it has to be the right style and cut to look right on broad shoulders.
The skirt should be wider to balance your top half. Narrow skirts, like a sheath, will only make your bottom half look smaller, and your top half look bigger. Look for dresses with a lower waistline to draw the eye down. Decoration on the skirt of the dress is also a great way to keep attention off your shoulders. A wrap or bias cut dress can also work well for broad shoulders, as long as they are paired with a fuller skirt with more attention on the bottom of the dress.
Lighter colors on the bottom and darker colors on top will also help make your shoulders look smaller. This is harder to find, so another option is to find a dress with bright/light colors or decorations down the middle of the dress to draw the eye in.
Junior proms typically a semi-formal, so look for a knee length dress instead of a long gown. If you want a longer style, look for assymetrical hems, high-low shirts, and other styles that break up the line to draw attention.

I would definitely wear a gown that doesn't accent the shoulders. Try one with short sleeves. Also, I would get a gown with a full skirt. You will want people to notice the gown and not your shoulders.

This may sound silly, but whatever you feel the most comfortable in, because if you aren't confident, it will show.
Get help at a department store with a gown that will hide/accentuate your features. Don't let anyone talk you into a style that you aren't confident in!

I think halter style dresses accent the shoulder..making them appear broader..try a spaghetti strap dress with a straight cut bodice instead of a V cut.
