Yes, i have some chat friends and im learning now, but i think i have to add some explanation about my question.
There is a yahoo.co.jp(japanese version) you can find many people asking for english language, and here in yahoo.com(english version), many people talking or asking about japan.
well, why not they match?
Hope you got my point.

Because yahoo.co.jp is in Japanese, it is difficult for most people to understand it. Therefore in order to find someone to practice Japanese they would have to navigate their way through a Japanese site. It is the same for Japanese. In order to practice 英会話(eikaiwa) they would need to navigate through this English site, it would be very difficult.
That is why we are staying on our seperate "sides" of the site.

A decade ago to learn English, you had to attend costly English classes or purchase course material like tapes and books. Now you can learn English for free from the comfort of your home using the Internet. The BBC and the British Council offer a number of on line courses, which teach written and spoken English. You can also improve your English by watching television programs and reading English newspapers. For more information, visit http://tinyurl.com/qnzpt

After I got out of the Army I went back to Germany with my husband and I taught Cambridge English to Japanese business men and Germans in Hanau which is right outside of Frankfurt. It was easy but they already were speaking broken English I was just teaching proper english. It was easy because Japanese men are very competitive and try hard at whatever they do.

It is hard enough to do it in the classroom. I think it would be hard to do it online. If someone wants to study English, get a grammar book. I think most Japanese know their grammar well, but they need to practice with their conversational/fluency skills.

Try messenger or a chat room if you want to do that online.
