i recently requested a traffic and engeneering survey from caltrans because i was cited with a vc22350 of the california vehicle code and turns out none exist. so i am wanting to know how i can sue the city/state for a refund to all motorist who were cited with that infraction and radar lidar or any speed detecting device was used to determine there speed. california vc 22350 is a basic speed law and the speed trap argument is used for vc22350 and is illegal persuant to california vc40801,40802,40803,40804,40805 who can i sue and how.i want no money i want everyone ticketed to be refunded there money as its illegal and the city that they gave them in is small and they use most of the money for revenue
