Actually, you can say any place on a map is east or west of any other place because the earth is a sphere. We just usually decide if someplace is "east" or "west" by whichever direction is closer, o however it's made to look on a map, which are more misleading than globes.

Technically speaking, east and west are both completely subjective terms and neither begin nor end anywhere.
On a map, however, what is considered as "east" (as in the Eastern Hemisphere) is located east of the Prime Meridian (0° Lon) and west of 180°Lon. What is considered as "west" is located west of the Prime Meridian and east of 180°Lon.

Western and Eastern countries aren't related at all to geography, it's more of a cultural specific statement, Most European countries, North America, Israel, South Africa and Australia fall into the "West" and China, Japan, Taiwan, Vietnam and the surrounding countries are Eastern, regardless of where they actually are.
