Montenegro officially the Republic of Montenegro , is a country located in southeastern Europe. It has a coast on the Adriatic Sea to the south, and borders Croatia to the west, Bosnia and Herzegovina to the northwest, Serbia to the northeast and Albania to the southeast. Its capital is Podgorica.
Based on the results of a referendum held on May 21, 2006, Montenegro declared independence on June 3, 2006. On June 28, Montenegro became the 192nd member state of the United Nations.

If you mean the latest country to gain independence, that title is shared jointly by the Republics of Serbia and Montenegro, both of which became independent nations when Serbia and Montenegro split apart on 5 June, 2006.

Possibly, it's East Timor. They just had a long war of independence, and the country was recognized a couple of years ago. Fighting is about to break out again though.
