I don't believe that she can do anything unless the person who is deceased, legitimately signed the car over prior to their death or if the person also left a will stating their wishes.
You aren't going to find your answer here though. You need a legal professional that has knowledge of the laws for California and can examine the evidence in front of them.
Other than that, your aunt can hope that the womans legal heir is honorable enough to agree to follow through with the deceased wishes since they physically handed the car over prior to death.

If your mother goes to the DMV they will probably go after your mother because she had a legal obligation to transfer the pink slip to your Father and then he would have transferred it to the person he sold it to. The proper method would be to go to the law enforcement agency that has jurisdiction over your area and report the people who are driving it, probably on your Mothers tag, the liability goes much further than a few tickets, if the people are driving the vehicle without Insurance and are involved in a major accident your Mother would be held responsible.

Register the car under the name of your aunt but the donation must be proven in an affidavit notarized by a lawyer.

Hello,
I would ask a family member of the deceased for a death certificate, then take the pink slip and certificate to your DMV office.
You might also want to call your DMV office to ask what needs to be done.
