Nope i think israel was build too on foriegn investments .. dont forget that USA supports it financial .. ( hundrends of billions are being sent there to build israel). for the second guy who answerd it.

Dubai (UAE), and Israel. Both are highly developed places these days, with high GDP per capita. Dubai is in the process of making the world's tallest buildings, and has dozens of other mind blowing mega-projects going on: the Mall of the Emirates, the world's tallest building, the palm islands and the map of the world islands (man-made islands)...it even has the world's only 7 star hotel, in the shape of a ship's sail. The economy is hot, and unemployment is practically nothing.

Israel is a major hub and research centre for biotechnology, electronic circuitry and chips, military technology, and various other things. It doesn't have the extravagant mega-projects of Dubai, but it is just as modern and developed, and is a wonderful places to have fun, with spectacular nightlife, multicultural atmosphere, great clubs, etc. Tel Aviv is a city of modernity, and has a cosmopolitan, open atmosphere, and a high tech service based economy. Israel is very unique, has ample history, breathtaking views, and is reasonably safe despite what you may hear.

Beirut (in Lebanon) is also a neat place - it has a very very French-European look to it, and is oh so classy. Promenades, fancy sidewalks and street lamps, also an open, liberal, fun place like Dubai and Israel, except it's future is a little more uncertain because of some recent troubles there. It's known as the "Paris of the East", and used to be the major banking and financial centre of the middle east (a role which Dubai is now trying to claim). It appears highly developed still, but the economy was decimated at one point from a civil war and Syrian and Israeli military occupation. You'd might wanna wait til things cool down a little there if you wanted to visit.

For now, Dubai and Israel would best fit your description.

However, let me add another choice to the table; Jordan.

I live in Jordan, and I work as a software developer (IT). I see that Jordan is very developing country in many fields, but specially IT, including software and telecommunication (cell-phone services and telephony ... etc)

Many investment are being made in Jordan in the IT fields, many of them are foreign investment, because foreign investors have noticed how qualified and skilled coputer professionals are in Jordan.

I want to answer the things that you have mentioned one by one:
skyline/skyscrapers: now they are few in Jordan but many of them are being built in the capital (Amman) and Aqaba and will start be completed starting from 2010.
astonishing projects: Many projects are underconstruction in IT, buildings, hotels, tourism, airlines and transport , trade.
Rich: Not rich as a country, a little natural resources, no oil, the major things that the country depends on to support economy is human (like education, tourism, ....). But individually, people are not rich, not poor, most of them are in the middle class, though many poeple are poor and many people are rich, salaries is much less than countries like UAE.
Modern: very modern (at least the capital Amman, where I live)
unique: unique is a relative word, so Jordan is relatively unique, at least that every city has a charachter.
safe: the safest country of those Israel-surrounding countries

Ok, I agree with everyone saying UAE & Dubai.
But the cost of living is really really too much.
Visa & Residency for Gulf countries is a pain in the neck.
for example: in some Golf countries you need an exit letter singed by your sponsor to allow you to travel.

I have friends who is living there for years, but enable to save or invest. They are just trying to catch up with the high maintenance life that UEA will offer you.

Israel on the other hand- as that gentleman suggested- is a rich, powerful and a High tech country, but unfortunately not SAFE.
I will suggest to you to try Egypt, Jordan, Kuwait and Oman.
they are safe, moderates, and easy to live in as a foreigner.

That stuff was built with oil money by foreign construction companies. Israel has no oil and has built its standard of living solely with its brain power. They have more high tech than all of the Middle East put together. Companies like Intel have research facilities there. If we figure out an alternative fuel and fossil fuels are obsolete, Israel will still have a thriving economy. Those other countries???

i live in Jordan, and I've been in Dubai,
i do much prefer Jordan.
Dubai full of skyscrapers, but all built by oil's money

in Jordan, there's no resources, but still there's those people who wants to develop and create by science and technology.
that's how i do compare

Israel and the Gult countries (Dubai, UAE, Qatar etc...)
I think Dubai will be the best place to vacate...
but I think it's a little small and boring.
Israel is small but certainly not boring....
