People call all sorts of tiny insects 'gnats,' and there isn't a strict definition of what is and isn't a gnat. For the most part, most things that people call gnats are adult blackflies, sand flies, and midges.

Gnats are a type of flies, but they are not babies of larger flies. They are full grown insects. Baby flies - both baby gnats and babies of larger species - are maggots.
