Research MPH programs to which you'd like to apply. Find ones that award fellowships and assistantships to a good number of students. (These will usually be at well-endowed universities, with highly respected MPH programs, but this is not always the case.)

In the "personal statement" portion of your applications, make clear your qualifications and goals, for as a doctor, you are highly qualified for graduate level study, and your goals are very worthy ones.

I would suggest that prior to application, you contact the DGS (Director of Graduate Studies) of each program to which you plan to apply, and ask questions about admission standards and funding packages.
