If you try and look on 192.com they have a listing of everyone who has a phone number and also it has details of residents on the uk electoral role in the uk.
also have you any more details on names and possible locations this could help widen your search! as there could be many peter holmes in the uk with that description.

Normally the UK embassy in Nigeria have information about what English people living and working there, so try to email or call there first.
Also English people stick together, so maybe some English owned restaurants or bars know him or maybe know some friends of him. But it can take time to find out.
