There is nothing to detach, you probably just have a condition called phimosis where the opening of the foreskin is too small/narrow to all you to retract it fully. As long as it doesn't cause pain or discomfort upon erection you won't need immediate medical attention.
In the vast majority of cases, stretching exercises are all that's needed. Take two fingers and stretch the opening as far as it'll go without pain or major discomfort (like increasing its radius) by hooking a finger on either side of the opening. It's a bit hard to describe and may take a few tries to get right. Do this exercise (preferrably right after a bath) for a few minutes each day for a few weeks to a month. By then it should sufficiently large enough to allow you to retract it fully without difficulty.
If this doesn't work, there are prescription creams that're supposed to help when combined with the stretching exercises. If after a month or so this doesn't work (and it should) then you may want to consider surgical options. Not all surgical options include circumcision, and only consider circumcision as a last resort when all other possibilities you're willing to try have failed. See the two links for more info.

It sounds like you might have phimosis, a condition where the foreskin's too tight/narrow for you to be able to pull back all the way and expose the entire glans (penis head). But it also sounds like you might have something called frenulum breve, where your frenulum is too short. The frenulum is the band of tissue that "tethers" the foreskin to the underside of the glans - the red string thing you see. Thankfully, there are some things you can try to "fix" both of these conditions before you decide to go to the doctor's. The first thing you should try are called stretching exercises. See links 1 and 2 for good detailed instructions on what to do (there are also instructions on what to do about frenulum breve towards the bottom of each link). It's best to do these exercises after a bath/shower when the skin's most flexible. Do these exercises for 10-20 minutes every day for 2-3 months or so. Over time, your foreskin will loosen up and you'll be able to pull it back easily and comfortably to expose the entire glans. It's important to be diligent about this and do it every day, but don't stretch too hard such that you rip or cause tears in your foreskin, as that'll scar up and make things worse in the long-run. If after 3 months and you see little/no progress, then it's a good idea to ask your doctor for a prescription cream that helps loosen the foreskin (link 3). This cream might be different from the cream you have already, and the prescription one is the one you need. If you combine the cream you doctor then prescribes with the stretching exercises above, the whole process will be quicker and easier. In almost all cases of a tight foreskin the above treatments are all that's necessary. So you can ignore any suggestions or recommendations to get circumcised, as that's just not necessary. Worse comes to worst, there is an alternative surgery that removes little/no foreskin, is cheaper, is less painful, and has a quicker recovery time (link 4). However, not all doctors know or are skilled in this procedure, so it would be important to find a doctor who's both willing and experienced in doing them. The foreskin can be so tight that you can not pull it back. At birth this is entirely normal.
Most guys can pull it back when they start their teens. Some only succeed doing this when they are 15 or 16 years old.
When your foreskin is tight masturbation and intercourse can be painful.
Smegma can accumulate between glans and foreskin since you cannot retract the foreskin to clean underneath. This makes the glans prone to infections.
You run the risk of paraphimosis.
Be aware that a tight foreskin is sometime misdiagnosed as phimosis. The doctor may then recommend circumcision, while you could possibly solve the problem by stretching your foreskin.

The skin you're talking about is called the frenulum on the underside of the glan. Sounds like you might have phimosis. There are a number of procedures that can fix it. DO NOT ATTEMPT TO DETACH IT YOURSELF. It has a lot of blood vessels and will bleed ALOT, and probably be prone to infection.

Your questions might better be directed to a physician. It may not be a problem, but a doctor could tell you that better than I could, since I have never had your problem. I lost my foreskin as an infant--was circumcised within a week of being born.
That solves or avoids your problem.

it takes time. retract it as far that it doesn't cause much pain. and you have to do this many times over a span of weeks to months. and age is a factor too, the younger ( usually <12 yrs.) you are the more difficult it is. You may want to have yourself circumsized so you don't have to mind about that foreskin, and it's hygienic too.

If you are uncircumcised, it is essential that you can retract your foreskin fully, to expose the groove behind the head of your penis. If this is not possible, you need to see your doctor about feeing any adhesions and getting circumcised.

If you tear it - it may hurt- it is probably attached to the crease in the middle- it might bleed - maybe you have a local health dept that can check it out for free- take care-gently -D- rn

it won't bleed of course... Try to pull it slowly when it erects, do it several times until it does down completely, if it hurts you stop.
