i think it depends on the government. the government doesnt really put sport as their number 1 priority, since they have other stuff to put ahead on sport in their priority list.
china is an example of how government can affect their nation's sport. china wants to be number 1 in most of the things (including sport). they put alot of effort in it, and the result is quite obvious.

Sport funding. Some countries such as the US and Australia pay all sorts of monies to athletes in training, while in most countries athletes have to struggle with a job and perhaps only have the sport as a hobby on the side. Any money athletes usually get are from 1. sponsors 2. winning
And neither are easy to get in.

Sponsorship does play a large part. Also, because there is such poverty many cant even play as children because they have no access to equipment.
