On what basis are charitable organisations evaluated?

They are governed by IRS rulings and regulations. Each type of charitable organization is classified by the Internal Revenue Service......and trust me.......they are tons of regulations. A lot of CPA's will not even touch their books without incredible fees attached because of the liability factor.
