After the expression "to do research" you may use one of these two prepositions: "on" or "into". However, in this context, "into" sounds better because there´s another "ON" in the sentence. It´s just a matter of stylistics.

Let's reword it:
" THEY ARE DOING RESEARCH INTO THE EFFECTS OF SMOKING ON MARY'S HEALTH". It's a possessive.
So then should it be PEOPLE'S or PEOPLES'?
The American Heritage explains at length that the "people" is a singular unit, therefore PEOPLE'S is correct.

because it also has "ON peoples health", and it doesnt make sense with two "on's" in there.
