Use aloe vera lotion. The real stuff, not just "with aloe vera". Banana Boat has a large bottle that it sells of thick, green aloe vera extract lotion. I use it to calm the itch from mosquito bites, or try Aveeno oatmeal body lotion. Oatmeal powder has been used for years to calm poison ivy itch. I am a nurse, and I am highly allergic to poison ivy, and have suffered from it since childhood. I have found better relief from these two products for acute and chronic itching than I have found in most prescriptions.

Shaving takes your skin's natural oils, as well as a very small layer of dead skin cells off of your legs. I know it sounds nasty, but thats what actually happens, and that is why your legs itch after you shave, and I'm sorry to say, but even the "moisture strip" on your razor isn't really enough to give back what shaving takes away.
The best thing you can do, is use a lotion after you shave. Preferably an unscented one because the ones that do have scents tend to burn just a little bit.

EXCUSE ME LADIES!!!! This is a man's question. Expert remember? lol..:)
Here you go honey:
1) Get some Aveeno shaving cream. Available at Wal Mart, etc.
2) Buy Gillette Mach3 razor kit with the vibrating razor.
Remember to shave down your legs not up. With the Mach3 use short smooth strokes. Most women shave in a rush like it is a hassle. You want to look nice so take your time.
Try this and tell me what you think. The razors are expensive but worth it. You can use each cartridge for about a week depending on how often you shave.
Take care...

Because that's what happens when you shave...Try shaving cream with aloe and then after shaving put vaseline or some good lotion on your legs and you will be fine.

Your legs are probably dry, from not using enough cream, or if you live near a beach, it may be from the salty water drying your skin. Or maybe you are allergic to the soap, try a different soap, and use cream constantly.
