Well, this is probably not what you are looking for, but "tail wagging the dog" comes to mind. It's a common sales technique -- create a need when there wasn't one to begin with.

I don't know what the term is but it makes me think of Listerine - those genius advertisers were faced with a useless product until they invented the word 'halitosis' in 1921...
