There are many variable going on here. First of all, Texas belonged to Mexico after they fought for their independence in 1835. Texans or, also called, Tejanos wanted to gain their own independence from Mexico City. Mexico’s vast land left many territories without much control to maintain its power. Secondly, Americans came to Mexico to settle the region because of expansionism and the US government promised land at a cheap price. At first, Americans didn’t really catch on to this idea. It took Stephen Austin to gain a charter from the US government for his settlement. He founded what is now Houston or somewhere within that region.
Thirdly, Texas was a republic long before it became a state within the union . As the Republic, Britain helped finance their freedom from Mexico. Mexico, on the other hand, did not recognize Texas as a republic and a series of battles ensued to re-establish Mexican dominance. This was a major reason why Texas joined the union in 1845. The fledging republic could not repay its debts or maintain control separate from the expanding US.
The answer to your question is Britain. The Americans that moved into the region where illegal. The Mexicans had not agreed to American settlements if they did not observe the Catholic faith or Mexican laws. When Tejanos wanted independence from Mexico they created foreign relations with Britain.
