dude if they did then it would end up being stuck in the pipe, instead of being shot to the water treatment plant.

Virtually all of them run for some time after flushing, because if they didn't, the bowl would be sucked dry by the siphon that causes the flush in the first place.
Try this experiment to see what I mean...shut off the water supply to the toilet, and flush. The amount of water left in the bowl after the flush is very little...and if left like this, on the next use, the "used food" deposited in it would stick to the dry bowl...not a pretty sight.

Toilets aren't supposed to keep running after you flush them. There is a certain amount that will flow while flushing, but that amount of water is to ensure that it flushes all of the waste material into the main drain pipe.

If the water still runs after the holding tank has refilled, you may need to adjust the float so that it is lower than the top of the overflow tube.

If it runs intermittently, you need to replace the flapper because the water is leaking in small amounts and the float level drops to a point where the mechanism fills the holding tank in small amounts to compensate for it.

All Toilet are made to stop running aftrer flushing,if yours dose not then the seal is either damaged worn or something sitting under it preventing it from seating correctly, you oviously know nothing about a toilet system to make this statement,so i sugest you best call the plumber in at once as its a terrible waist of water

You need to replace the valve. Go to home Depot and get a new one.

They do, for boats (I have one) and campers etc. For homes though, it just wouldn't work. It would be dirty all the time and smell, besides it wouldn't work right.

they do it is called a dry ,eco or compost toilet ,does not need water ,you throw leaves or swadust on top of the excrement

They do, for both commercial use and home use. Home Depot has them (For home, I don't know if they have them for commercial use)
