Are Environmental Conservation Officers the same as an Environmental Officer?

I know for the ECO you need to be a sworn in police officer, but are they the same job?

Usually conservation officers work with fish & game issues, while more general positions like 'environmental officer' or 'environmental protection specailist' tend work with other environmental issues like water and air pollution.
