What can we do to help the decrease of monarch butterflies?
Need 12 hours of volunteer service on that topic at a local state forest or park.

You've jumped into an issue ranging from disrespect for life (kids killing butterflies) to the environmental impact of major corporations.

I frankly don't know what one can do in 12 hours at a local state forest or park.

The only suggestion I can make is create brochures of some sort discussing the impact of various environmental issues, and then an organized effort by a group during those hours to disseminate that information to visitors to the part.

If you can convince even a few individuals to take material home, and spread it to friends, you've probably done a lot more than most to assist in preventing the extinction of the Monarch Butterfly...

increase or decrease?
i know they need milkweed plants around, i grew up with tons of monarch butterflies around my neighborhood, and wherever the milkweed plants were destroyed for new housing, etc, the butterflies disappeared.
milkweed grows in wet areas, not really swamp, but almost,
the have pods of seeds that burst open like it's snowing feathers,
and cattails that look like a cigar, but can be dried out and burned like a cigar to keep mosquitoes away.
they paved Paradise and put up a parking lot

I think I would figure out what is the ideal environment for them and work on a way to achieve just such a monarch friendly environment.
