"taste of his own medicine" rarely works, in my experience. But it might be worth a try. These idiots usually keep late hours so work out when he is sleeping, and play loud music back at him. Make sure it is thie same piece of music all the time though- this is MUCH more annoying.
Once again in my experience, this doesn't go on forever. Because the person committing the noise nuisance is actually usually of low intelligence, they do eventually get fed up with the loud music themselves. Eventually.
KEEP INVOLVING THE POLICE- they have to take action.

You could try the Noise Abatement Society. They may be able to send someone around to your house and check the decibel levels reaching you from your neighbour. All this sounds a bit scientific but you are protected in law against high levels of noise.

there is a few things you can do and thats call the police and yell at him etc but one of the best things and hopefully you might have it available is mediation. Department of fair traiding or some department in your part of the world that deals with matters like fences and pets and noise. You must have a department. They may have mediators and these people will meet at a neutral place and talk to each of you baout what you want to get out of it and how you can both resolve it. It may be taht both of you agree to hours when he can play his music etc. Mediators open up communication and deal with the issue. Good luck

Get all your friends and any other neighbours who are affected by the noise to write banners, phone up "The Sun's" newsdesk tell them there is a protest going on they will send round a photographer, then get everyone to stand outside his house with placards.This will highlight your case and embarrass anyone who should have helped but didn't.

My neighbor upstairs listens to his music at night. Even though it's not as loud as your neighbour, it still keeps me up, so I have my fan running on a timer for a couple of hrs. The "swooshing" sound of the fan helps me to fall asleep and drowns out the noise.
