Fruits Basket is very cute and there is a nice romance story. Torhu (the main character) is very likable and relatable.
Naruto is pretty cool, but if she doesn't like FMA, I doubt she'll like that.
I have heard good things about Avatar: The Last Airbender. A lot of kids really like that.
Bleach is awesome but a little intense, it's a little violent, actually.
Inuyasha is a lot of fun--Kagome is actually fifteen, so they would have something in common.
Kalediostar is actually one she might really like. Its about a girl whose dream is to star in the Kalediostage productions. (Its kind of like a circus/ play) It's really sweet, the main character Sora is so darned nice you can't help but like her. She also works hard to achieve her dreams.

Your sister might enjoy watching a shoujo series called Fruits Basket. It's about a teenage orphan named Tohru Honda who befriends a clan of people who transform into the animals of the Chinese Zodiac when hugged by the opposite sex. If not that, I also suggest Naruto. There's some swearing and blood in the Japanese anime, but the Cartoon Network dub is tame enough while keeping a lot of the original material. There is still some blood, but the profanity is cut out and the only downside of the English dub is that some of the voices (Naruto, Ino, Shino) are pretty annoying. If she's not too old for Pokemon, that's a nice series for a kid to get into as well. Only problem is that it's starting to decline in popularity. Zatch Bell is also pretty interesting and has a nice blend of comedy and action. It relies heavily on magic in combat if that appeals to your sister. I'm guessing your parents don't want your sister watching anything too inappropriate so I'll end the list at that.

If you're sister's into romantic stuff, I would suggest "Princess Tutu", it's a great romantic series that's not to explicit for a 13 year old girl. Some other greats one are, Yugi-oh, Kare Kano, or Fruits Basket, ofcourse the list goes on and on. If yuo call right stuf at 1-800-626-4277 and order a catalog, the list of anime show an age rating on each title, look through there for more of a selection.

Maybe Inuyasha? This is a tough question, its mainly what she's going to go for personally, and then your parents have the not-so-fun task of watching the crap beforehand. But Inuyasha is a good choice. So is Naruto, Big O, Case Closed, Tri Gun, Lupin III, Sailor Moon, Wolf's Rain, and one of my favorites, Cyborg 009

They are just movies but some studio Gibli stuff would be kinda good if she dosn't like long series. Sprirted Away and Howl's moving castle are age appropriate.

Try "Selfish Fairy Miromu" I think it's Miromu, anyway. Kind of hard to find, but it is SO cute. It's about these little fairies who have to stay on earth for a period of time and the kids that keep them in their houses.
