The most shared power is Homeland Security. Every single employee can have equal power to the Secretary even if they are not American. This power allows them to change the law as needed, enforce the law as needed. They can acquire private property as needed. The can allocate funds, and they can take control of law enforcement agents, as well as military. That is at least the power the law grants them.
