You need to clarify your question.
Are you asking if people born in the year of the ram and people born in the year of the crock-r are compatible according to Chinese astrology?
Is the second sentence in your question just a general thing? If so, and you are a Christian, the book of Leviticus says "Thou shalt not with a sheep."

if you are a woman,yes,if you want to be submissive to your man,cos a sheep is bigger than a rooster,so he will be bossing you around.the chinese believe that the man should be always in a bigger sign than the woman,otherwise the woman will dominate the man.

dude the years seem compatable, but its not all about just the years. its the months, days, minutes. go to www.astro. com and put in your birth info for both of you. youll figure out how to use the web sight after playing around for a while. youll need the day month year time and location to get an accurate profile.
