Can some companies buy the power to put the breaks on the fastforward function of a DVR for their commercials?

Mine seems to stall out at times, forcing me to watch a commercial that I'd like to just pass over.

If not, then why does it stall out sometimes?

use the skip 12 too 15 seconds button instead.

I believe that is not possible. Companies are trying to fight the FF on DVR by playing a single image for the complete length of the commercial so that when you FF you still see the still image.
