That was Mr. White. We see him at the beginning of the movie in Uganda. He arranged for the freedom fighters there to meet Le Chiffre.

Mr. White appears a second time during Le Chiffre's torture of Bond. White is the one who shoots Le Chiffre between the eyes.

We don't know more than that about Mr. White, other than he has an "organization." There is some speculation on the Bond Usenet group that we will learn more about Mr. White in the next film.

I think he was one of the terrorists. BTW I really liked this Bond film, Daniel Craig is really believable as James Bond - he's a Hong Kong-style action star. They also toned down all the jokes and the gadgets, and just kept it to regular fight scenes, which made it much more believable for me.

At the end series of sequences - the 'Bad Guy' who recovered the brief case was either MI6 or a future villain. In all probability, having seen the film, he was MI6 working for M.

The whole point of the movie being how hard core the testing would be in selecting a '00' agent (remember the extremely nasty ball torture scene in the chair...).

His name is Mr. White.
He arranges for Le Chiffre to have money transfered from Obanno in to Le Chiffe's bank, seen at the begining film when Le Chiffre is introduced.
Le Chiffre loses this money when Bond foils the terrorist attack at Miami airport. Because the attack was ment to plummet the airplane company's stock.
White kills Le Chiffe at the tortue scene for not being able to win the money to pay off Obanno at the Casino Royale poker game.
He uses Vesper to make sure Bond doesn't return the money to MI6. He has her boyfriend and used her because she could get close to Bond. either way she was supposed to make sure the money got to him in the end and then to Obanno.
The eye patch man was to deliver the money to him.
He recieves it anyway... and Bond ******* pwns him.

I think that guy was one of the ones holding her boyfriend hostage.
I didn't think i was going to like this movie. I mean..come on..a blond Bond? But Wow! Next to Sean Connery, this guy was awesome. I hope he makes a few more Bond movies. Very Sexy..well..he's no Sean Connery..but he'll do.
