For a Secret Santa gift one year, I recieved a very cute porcelain bank in the shape of an enormously fat frog. The girl knew that I adore amphibians and reptiles and such, and she got something that would be useful, but also cute.
So...look at her, a close look. See what she likes, and see what she finds useful. Then go for something that's attractive with those two things in mind...

Secret Santas are a great opportunity to break out of the typical "candle, earring" mindset and find out more about the person you work with. That being said, you might find out she really LIKES candles and earrings.
You probably both spend a good deal of time on your feet taking care of others. A gift certificate to a local salon for a pedicure would let HER be taken care of. You could also purchase a "mini home pamper kit" with slipper socks, lotion, gourmet cocoa, etc.
Or, buy the fixin's for some good winter comfort food: peanut butter and Mashmallow Fluff for Fluffernutters or cocoa and fluff with a big mug.
(Don't do this if she's overweight; it might make her uncomfortable, as if her only interest is eating.)

A copy of The Devil Wears Prada on DVD. It's the type of movie you can watch over and over again. If money permits, add a box of microwave popcorn (or, for more fun, a container of Jiffy Pop stovetop popcorn) perfect for movie night.

Movie ticket Gift card, or make a cute basket & get a $10 Gift Card to rent movies, a nice bowl (go to a dollar store), some microwave popcorn, 2 one liter bottles of soda (better for presentation), and 2 large boxes of her candy (think Jr. Mints or Milk Duds at the movies). Arrange nicely, and voila! I'd choose the later, that way it looks cute, and is more of a gift than the regular old gift card.

Scented candles are generally acceptable and for a change try getting one in a glass jar and also purchasing a candle warmer..that way the scent is there but there are no dangerous flames. Depending on the candle you could spend anywhere from $10 to $20

How well do you know her? Think of her interests, restaurant near work (gift certificate for lunch), a personal coupon book you make for her that says things like - good for 1 cup of coffee - I don't know what your company is but maybe things that you can do for her at work, etc.

Gift card is always best for coworkers. It isn't personal. They are affordable and enable the receiver to get something they would actually want. It is gender and age neutral.
