They retract up into the abdominal cavity (by contraction of the cremaster muscle)[just showing off]. They do that to protect them from further damage. They don't just stay there because they need to be cooler. Yeah. The sperm are not produced at 98.6 degrees, but need a cooler temperature, about 95 degrees, to work. (It doesn't matter that you don't want the sperm there; your body does.) It takes several days for the sperm to be formed, so it's not just like "Well, it's time to have a baby. I think it's time for my testicles to descend and make sperm." So, they just hang out and make their sperm. Unless someone hurts them, or threatens them.

They go up inside a body cavity and if they stayed there all the time they would not be able to produce sperm. And am pretty sure they would not produce testosterone. They need to be a specific temperature colder then your body's that's why they hang outside of it. Pulling close when they are cold and hanging low when they are hot. Read a book!

Maybe they're going out to get action if you're not bringing it to them.
I think you might be talking about your testicles retracting inside you, where it's nice and warm. You are living in a place that's too cold. I grew up in Texas. When I moved to Utah, mine took off on me, too. Gotta keep 'em warm.
