A good place to advertise is in woman-owned "Friction Zone Magazine". There are Western and Eastern editions. They are available in many many shops. Check the site for listings.

Make up some flyers and post them in local bike shops. Many shops have bulletin boards for local groups to list upcoming meetings, rides, etc.

The superbike schools also offer women only race days.

Depends on kind of women you want to join. My guess, Oprah is NOT good place.
Why not advertise on park benches, fitness clubs and car/biking magazines?

Bike shops......The local Harley store does it and they have an incredible trun out for ladies nights and day trips.
