in [Fire]RED - in fuschia city, the one with the safari zone, you need to enter the safari. you'll have to use less than 300 steps to get to the "secret house" and you will be rewarded with the HM Surf

also, grab the golden teeth - you need to to receive the HM Strength

in Ruby [which is NOT _called_ red, but *is* red in color] - after you beat the normal gym, your father, you'll get it automatically from wally's father or uncle or something

u gotta go to the 1 zoo place where u can catch pokemon but only for a limited time. once u get in u gotta go all the way to the back in the very in of the forest and go inside this 1 place and some guy is gonna give it to ya.
