Toys will not make your baby any smarter; interacting with him/her will.
That said, board books and cloth books are great for babies. The pictures are stimulating and it's always good to get children interested in reading. Things with textures and things they can manipulate are also good. Baby Einstein blocks and linking rings are good for newborns because they can feel the different sides of the blocks and they are safe to chew on and play around with.
Pretty much any toy designed for an infant has some value as far as learning.
Edited to add: Actually, tests are revealing that IQs of infants and children have almost no correlation with adult IQ. In fact it's one of the most variable characteristics. Children are born with a basic range of abilities, but that doesn't mean a parent can't help their children develop to their full potential. Genetics does have SOME influence on intelligence, but environment also plays a VERY important role.

Babies dont need toys to make them smart. Spending time with your baby, speaking to her with full sentences and not baby talk and introducing her to the world is all the stimulation a baby really needs. Turn off the TV and play soft music (especially classical music). When the weather is good, take her outside so she can experience all the sights and sounds of nature. Allow her toi explore your house by babyproofing so she is safe.

Pretty much all toys that are out there have some kind of learning. Shapes, letters, numbers, things like that. You should just worry about toys that your baby will like. Let them be a baby and just be happy playing with anything.

Kids see black white and red the best. Just keep that in mind when buying toys. Also, buy toys that have letters and numbers on them. Get books that are about letters, numbers, colors, shapes, objects. Kids are never too young to be read to. Read alot. Point out everything and say the name it's called by. You don't need a toy for that. Good luck.

a great toy that helped my kid learn his alphabet and phonics is Leap Frog's Phonics. they're an update on the magnetic letters concept, but the fit into a base that plays a little song which names the letter and the sounds it makes.
he's reading well now at three, without being drilled or flashcarded at all.

Tests these days are revealing that you are born with the IQ you will have for the rest of your life.
However, that doesn't mean you can't max out your child's potential. Spend time with your baby, and remember as he gets older to start giving him more and more independence as he/she deserves it. Sheltered kids are never very bright. They may be booksmart on occasion if their parents cared about that sort of thing, but they tend to be somewhat socially retarded and naive. People can easily take advantage of them.
Remember to read to your child. Reading with your child shows no chance of making the kid a better reader, according to statistics, but it CAN get them interested in it. And if they're interested, they'll want to read more, and improve out of practice.

talking to your baby even if theyre only a few months even weeks or days can make them develop much faster. also studies show that if u let babies listen to classical music, it will stimulate them much more..
purchase anything that was produced by BABY EINSTEIN. they make CD's with classical music and toys that stimulate.

i dont know about "making them smart" but you can always buy educational games, such as products from leapfrog or something. another thing people dont realize is buying kids blocks, or play instruments, or magnet doodles. those actually help kids in building motor skills and makes them more artistic or creative.
