Generally a waist width of 245-255mm.
Would be appropriate for a 9.5 snowboard boot.
However a lot depends on your style of riding, brand of boot, stance angles, length of board, type of board, type and brand of bindings, conditions and circumstances in which you ride, free-style or free-ride, East-coast, West-coast, your physique, aggressiveness. height, weight, actually shoe size, snowboard boot size.
Yeah a lot of variables!
Honestly go to a good local shop and talk to their snowboard guy. I know you can save $30-$50 on a board buying on-line. But talk to a seasoned shop guy and he will set you on the right path.
His expertise will be well worth the extra $50 you spend when you buy a board from him.
You'll be happy with it for 5-7 years instead of guessing on a cheap Internet board you hate and replace every two seasons!

Your width range is anywhere from 249 cm to 255 cm depending on your riding tyle and how hard you ride, your carving, thingsl ike that. The best way to find one that's good for you is to go to a board shop and ask them for help.

anyting around 250 mm is fine. You are not going to find anything much smaller than that in a men's board (I am assuming you are male) maybe 245. I would not go much wider than 255 because then you start effecting your edge to edge transition and you are not as quick or agile on the board.

If you are a 9 1/2 boot you can ride any deck on the market. Thats my size and I have 30 something decks. they all worl awesome

You size isn't out of the ordinary so anything "regular" will do. You don't need a board that is designated "wide" unless your feet are larger than a US12 or so.
