because even the drive up or walk up atm's, the blind or legally blind must still have access and since it public use, all companies have to by law accomodate the blind under the disabilities act. not all blind are dependant, some are more independant by themselves or with assistance when needed.
i can drive a blind person to an atm, get out and guide them to the atm, and they use the brail to assist them. no matter what the disability is, its always good to allow them by law or by nature
to have some independance and dignity.

a) It would cost more to manufacture both types of ATMs. The cost of making seperate buttons and sorting out the non-braille machines is much greater than the inconvience caused to a very few amount of people.
b) A blind backseat passenger might want to use the ATM.

hahaha, i never noticed that, but thats a good observation. where i live we only have one drive through atm, n its about a half hour away. i've been through it once... lets just say.... it floated my boat
