Looking for a real estate partner in NYC/DC area?

I'm looking for a person comfortable and has some capital to invest to invest in RE in the DC/NYC areas. where do you look for someone like this? Anything online/mags, any help is appreciated.

Look in the newspaper at ads that say "Will buy houses" and the like.
