The character is Zuzu, George Bailey's daughter. She earlier lost the petals on her flower, and George pretended to stick them back on. You'll recall George's whoops of delight when he later finds the petals in his pocket (Zuzu's petals! Zuzu's petals!).

She's played by Karolyn Grimes, a child actress who later appeared in The Bishop's Wife and Hans Christian Andersen, among other films. She appears to have a bit of a fan following these days, as an ambassador for It's a Wonderful Life.
