Of course you can!!
You can call it "Moving sale", "Spring cleaning sale", or something like that, just be a little bit creative.
Good luck.

Typically, a garage sale is held in a garage. Might yard sale work better for you, or "indoor sale"?
Your local paper is usually the best place to advertise, stating the date(s), time, and location. The type of merchandise might draw some attention, too, if there are collectibles, antiques, furniture, etc., people spot and mark your ad.

That would depend on if you owned the apartment, or if you are renting the apartment. Ask the landlord if you can have the garage sale in a grassy area or in your parking space. Then depending on the city and state that you live in check and see if you need to get a permit to have one.
I live in a city that limits you to only 2 yard sales per year. But where I lived in Az. you could be a career yard seller.

Absolutly not! If you adv. a garage sale and dont have a garage, you could be arrested and jailed for false adv. Dont go there.
Best bet is to have an "I'm living in an apartment and want to get rid of some stuff" sale.
