Yes. Usually it would be an independent movie though to have the ability to allow for the this freedom. As low budget producers can save a lot of money this way. Edward Burns got to direct and act the screenplay to Bottle Rockets, and even brought in Luke & Owen Wilson to keep costs down. Nobody knew either three of them were at the time and they were just good friends. But, lots and lots of stars/actors star in the movies they've written the screenplay for. It's quiet common.

Unlikely, since you, being an unknown, couldn't "open" a movie..
"Yippa Yappa starring Tom Hanks" will sell tickets, while
"Yippa Yappa starring Joesph Blow" will not...
and lets face facts, producers are in for the money...

Sure sometimes. Cameos are common is many things. The folks in the Office (yeah its a show not a movie) have big roles besides being writers.

They hire lesser celebrities to do their ironing for them. case in point, Clint Eastwood hires Mike Myers to do his ironing, Myers gets Johnny Knoxville, Johnny gets Adam Lambert, etc.
