It is Pennsylvania since New Jersey is east of it. The only water it borders is the Delaware River on the far eastern side of the state. Also, it borders New York and Delaware on its eastern side. It was the colony where the Declaration of Independence was signed in 1776 along with the Constitution signed in 1787. It was given as a land charter by Charles II in 1681 to William Penn. It was the second state admitted to the Union on December 12, 1787.
