On a TV sound stage, probably in L.A. They were supposed to live in San Francisco and some of the opening sequences (scenes in the theme song) were shot around The City, but most of the show was shot in a studio.

the actual show was shot in a stage in Los Angeles. but the story took place in San Francisco.

hollywood. but the outside shots were from sf; they went there every summer to take shots, such as the outdoor opening song.
they mentioned sf alot and the different areas, muni system, bart, etc. whoever wrote the show was obviously from sf.

liljon got it right:
TAPED in L.A., and the show TAKES PLACE in San Francisco.
I only liked it the first couple of seasons it was on while the girls were still little, after that they just got annoying and obnoxious as do a lot of girls that age!
