First of all Germany has the Euro, unless you have old money then it is still not called a Dollar, it is a Deutsche Mark. When it is a Deutsche Mark or DM, I don't think you will get any money for it. When you have Euros, you can get it exchanged at big banks (the smaller ones will have to order the money, and it will take a week or so), or at any airport.

get your exchange rate against the euro....then divide the euro amount by the exchange rate...that will give you the american value....
