On a general impression the education system in Laos Democratic People's Republic is fairly patchy, with most having some basic education, but it is just that basic reading, writing and arithmatic skills. I have the impression that most of the population (well those in the larger towns and cities) are literate and numerate. Those that I have spoken to there have also had a good grasp of French and or English.
But as Laos is a very poor country it is not able to provide the level of education that say Thailand or even Vietnam can. It has a university but most of its brighter students study abroad - again my impression is in China and other like minded Asian countries.
International schools are available in Vientiann and Luang Prabang.
