You play too much Civilizations.
It's just a game. The world doesn't really work like that. If the meaning of life was to control the most land for the most time, like in the game, it would probably be the Russians or the Chinese, with a special mention to the Americans for (relatively) recent achievements.
In reality, it all depends what a person's values are. If domination is what you think makes nations great, than Rome, the U.S., China, Russia are all good candidates. If you're more impressed with art, you'd probably name the Greeks, the Italians, the Egyptians... If philosophy is what you think marks a great civilization, then the Germans, the Greeks, the Tibetans, etc...
The problem is "Civilizations" don't really exist as they're portrayed in Sid Meyer's game. There are people who happen to belong to nation and nations are the receptacles of cultures. Some cultural ideas are more influential than others, but hardly anyone lives their lives with a concern for the civilization they are forwarding.

Austria, Australia, China, Canada, Egypt, France, Germany, Italy, Japan, Russia, South Korea, Spain, United Kingdom and United States are all great civilizations with art, with music, with dance, with culture, with history, there are all different and that is what makes them so great. There are all different civilized nations, there are all great in they different ways.
