There is some truth in this. The longer a male abstains from sexual release (ejaculation in any form), the more semen accumulates in the testes.
The result is that there is more ejaculate, and therefore more semen and sperm, to impregnate a woman.
However, if the male is masturbating to ejaculation during this time, this no longer applies. The semen is released, and there is no accumulation.
And of course there is a limit to this. At some point (don't recall the cut off...) the sperm is simply reabsorbed, and no improvement in conception chance occurs.
However, if one is simply seeking to get pregnant, its best to simply engage in daily intercourse with no protection than to wait, go, wait, go...

That would work if sperm lived forever.
Unfortunately (or fortunately, depending on how you see it) that's not how it works. The sperm will die eventually, even if they haven't been expelled from his body. They build up, and if it's been long enough, his body could actually start producing LESS sperm because there's no more room! After that, they would all start being reabsorbed by the body.
It doesn't have any effect on the chances of getting pregnant unless the guy has a problem with sperm production. If he does, you can hold off on sex a few days (not weeks) before trying to conceive, to allow the sperm he's made to build up. But if he's normal, it could actually be bad for the reasons I said above.

If you have sex everyday the sperm may not be as developed as if you waited 2 or even 3 days. So have sex every 2-3 days. 2 weeks seems a bit long.

Actually, the chances of getting pregnant decrease if he abstains for that long. The male body makes millions of sperm every day, and letting them sit in the body that long is likely to age them and make them less mobile. For best results, have sex every couple of days, or every day if you can handle it.

yes because then he has more sperm in him which gives you better odds and one of the sperm latching on to an egg but make sure you do it when you are ovulating that will help a lot good luck

if sperm stays in body for 7 or more days it looses its ability to move fast. they become lazy.
