After Jan 1st you will, just came back two weeks ago and an ID and birth certificate was still ok. But the law is effective 1/1/07, It's easier to travel with a passport anyway. So if you are planning on traveling after the 1st you'll need it.

You don't need one to go into Mexico, but you will need the passport to get BACK into the US.

Starting in January, you will need a passport to pass any border outside of this country.

The protocol actually starts on January 23rd. And, yes, you will need a passport.

Yes you do. One of my coworkers went on a missionary trip to mexico this year and she had to. She had to bring her immunizations up to speed too.
